SB 1828 was passed in 2019 in acknowledgement of the Holocaust’s ongoing significance. SB 1828 calls for each district to determine age-appropriate instruction for students on the Holocaust.

The Texas Holocaust and Genocide Commission and the United States Holocaust Memorial Museum do not recommend explicit Holocaust instruction prior to 6th grade. Elementary campuses select materials that cover broader themes such as:

  • Community

  • Tolerance

  • Anti-Bullying (being an upstander)

  • Responsible Citizenship

  • Who the Jews are (This way, when Holocaust instruction occurs in the upper grades, it is not the students' first introduction to Jews or Judaism. This is key to making sure that students do not perceive Jewish identity solely through the lens of victimization.)
